Our Research

The HLH Executive Board has researched several locations to determine best practice for our local needs. This includes listening to Alan Graham, visiting “Community First” in Austin, “Haven of Hope” in San Antonio, “In the Streets-Hands Up High Ministry” in Bastrop and “Icon” 3-D printing in Austin. Also significant on-line research has been done.

Phase I - Transitional Assistance

Phase One is the transitional phase. It will be comprised of meeting the tangible needs of the community by helping people find employment, temporary housing, and get financial assistance. If you are an employer, own property, or are able to assist financially to partner with us in this effort, please contact us, today by the information provided above. We need and appreciate your support.

Phase II - Building

Phase Two of Highland Lakes Haven is the building phase. It consists of gaining funding, buying a building, and constructing it to fit the needs of housing the homeless in the Highland Lakes area. We are currently in need of financial support and volunteers such as donors and partners, architectural support, management of the facility, and security to help out with this phase. If you are interested in helping in any of these areas, please contact Larry A. Stahl, President of HLH, at or call the Highland Lakes Crisis Network at (830) 832-6988 or (830) 423-3662.

Phase III - Permanency

Highland Lakes Haven has developed three phases to mitigate our homelessness in the Marble Falls and surrounding area. Phase 1 is trailers, Phase 2 is a shelter and Phase 3 is a 20 acre planned community, consisting of mini-homes and common community facilities. The plan is focused on Marble Falls; being close to services, jobs and food. This plan is to bring our homeless to a place of healing from living on the streets and the will be a $5,000,000 program. It is anticipated that the site development will be complete by the end of 2021 including all infrastructure; roads, utilities, mini-home site pads, etc. Fundraising beginning in 2020 and new mini-homes being constructed and set in place towards the end of 2021. We are currently looking for major contributors to help with our homeless solution.

Our Timeline

Our homeless are here now, we must have a solution by 12/31/19. This will not be our long term solution, but will do for now (Phase 2).

We've been housing since September 2019.
